Acuerdo de Cooperación e Intercambio
Académico entre el CARI y el Shanghai Institute for International
Studies (SIIS)
El Acuerdo entre el Instituto para Estudios Internacionales de
Shanghai (SIIS), representado por su Presidente Jiemian Yang, y el
Consejo Argentino para las Relaciones Internacionales, representado
por su Presidente Doctor Adalberto Rodríguez Giavarini, es firmado
con los siguientes objetivos:
1. Establecer cooperación académica recíproca en proyectos de
investigación relacionados a áreas de mutuo interés para los países
a los que pertenecen ambos institutos.
2. Publicar los resultados de los proyectos que involucran
cuestiones académicas, luego de la aprobación de ambas
Instituciones.
3. Intercambiar los materiales publicados resultantes del trabajo de
ambas Instituciones.
4. Organizar seminarios con el propósito de discutir los resultados
de la investigación llevada a cabo.
El Programa de actividades conjuntas comenzará con la visita del
Embajador Miguel Velloso a líderes del SIIS con el objeto de
intercambiar el texto de este Acuerdo firmado y presentado en inglés
y en español. También introducirá a los investigadores del SIIS a la
historia y actividades del CARI.
Los objetivos de la primera etapa serán la ya propuesta materia: "La
perspectiva de las relaciones de China con América Latina y
Argentina para 2020", tomando en consideración la situación política
y económica mundial actual.
Realizar un trabajo exhaustivo y comparativo sobre la actual crisis
económica internacional y sus efectos en ambos países.
Dos miembros del Comité de Asuntos Asiáticos del CARI junto con el
Embajador Miguel Velloso organizarán un seminario en Shanghai cuando
finalice la primera etapa de investigación.
Parte de los objetivos de la segunda etapa consiste en una
introducción a las iniciativas políticas y económicas regionales en
América Latina: el Pacto Andino, la Comunidad del Caribe, el Grupo
Río, MERCOSUR (Mercado Común del Sur), y UNASUR (Unión Sudamericana
de Naciones). La segunda etapa de trabajo también incluirá el
estudio de la visión futura de las relaciones Sino-Latinoamericanas
y la promoción de un mundo multipolar de China, u otras cuestiones
en relación a la nueva situación.
Cuando la segunda etapa de trabajo se haya completado, un seminario
será llevado a cabo en Buenos Aires con la participación de
Académicos del SIIS. El seminario incluirá un informe del SIIS sobre
sus actividades académicas con otros países de América Latina.
El cumplimiento de estos compromisos dependerá de la obtención de
los recursos financieros requeridos.
Las comunicaciones y el lenguaje de publicación será el inglés. Este
Acuerdo será válido por dos años, y puede ser extendido de acuerdo a
la voluntad de las partes.

The agreement between the Shanghai Institutes for International
Studies (SIIS) represented by its President Jiemian Yang and the
Argentine Council for International Relations (CARI) represented by
its President Doctor Adalberto Rodríguez Giavarini is signed with
the following objectives:
1. Establish reciprocal academic cooperation in research projects
related to areas of mutual interest for the countries to which the
institutes belong.
2. Publish the results of the projects in which academics have been
involved, following approval by both Institutions.
3. Exchange the published materials resulting from their work.
4. Organize seminars with the purpose of discussing the results of
the research carried out.
The Programme of combined activities will commence with the visit of
the Ambassador Miguel Velloso to leaders of SIIS with the aim of
exchanging the text of this Agreement signed and presented in
English. It will also include the introduction to researchers of
SIIS the history and activities of CARI.
The first stage task to be carried out will be the already proposed
subject: "The perspective of the relations of China with Latin
America and Argentina by 2020", taking into account current world
political and economic situations. Further projects under this
subject will be discussed by both sides.
Write a comprehensive and comparative paper on the present
international economic crisis and its effects on both countries.
Two members of the CARI’s Committee of Asian Affairs together with
Ambassador Miguel Velloso will hold a seminar in Shanghai when the
first stage of research finish.
Part of the second stage tasks is an introduction to the regional
initiatives of politics and economics in Latin America: the Andean
Pact, the Caribbean Community, the Rio Group, MERCOSUR (Southern
Common Market), and UNASUR (Union of South American Nations). The
second stage work will also include the study on the future view of
Sino-Latin American relationship and China’s promotion of multi-polar
world, or other subjects considering the new situation.
When the second stage research work is completed, a seminar will be
held in Buenos Aires with the participation of academics from SIIS.
The seminar will include a SIIS report on its academic activities
with other Latin American countries.
The fulfilment of these commitments will depend upon obtaining the
financial resources required.
The communication and publishing language will be English. This
agreement will be valid for two years, and can be extended according
to the willingness of both sides.
